Voices of Americans group launches new Save Our Girls ad campaign

In a bid to pass a bill to prevent biological boys and men from playing in girls’ and women’s sports, a new advocacy group launched a first-of-its-kind, five-figure ad campaign.

The campaign, by nonprofit Voices of Americans, aims to bring popular pressure to change Gov. Josh Shapiro’s mind on the issue, and have the Save Women’s Sports Act, which passed in the Republican-controlled Senate, be approved by the Democratic-controlled House. 

Shapiro (D) is running for reelection in 2026 and is widely believed to have his eye on the presidency in 2028.

Shapiro did not respond to requests to comment for this article; however, the Republican running for governor, Pennsylvania Treasurer Stacy Garrity, did.

“Expanding sports for young girls has been a game-changer for so many young women,” said Garrity.  “It’s not just the physical activity, it’s the confidence, the achievement, and learning to work as a team that has helped so many young women rise because of their participation.  We need to foster and expand these opportunities, not impede them, and as governor, I will work to protect women’s athletics and prohibit biological men from participating in girls’ sports.”

The ad campaign launched in key Pennsylvania markets [Northeast, South-Central, Philadelphia, and Bucks County], uses high-profile billboards, sports radio advertising, digital, and MMS (multimedia messaging) buys. It is slated to reach hundreds of thousands of Pennsylvanians in crucial regions, according to Albert Eisenberg, founder and president of Voices of Americans.

“Gov. Shapiro is not just on the wrong side of the 80-20 issue of separating biological boys and girls in sports and locker rooms — he actually labeled the majority of Pennsylvanians ‘extremist’ for supporting this policy,” said Eisenberg. “Being so out of touch with most of his constituents is wrong, so today we’re inviting Gov. Shapiro to be normal. We’re spreading the word that he and State House leadership are blocking the Save Women’s Sports Act.”

Paula Scanlan, a former University of Pennsylvania swimmer who was forced to compete against a man who identified as a woman, supports the ad campaign. 

“Call Governor Shapiro and tell him to stop gaslighting us,” said Scanlan in the sports radio ad, which can be heard on stations across the commonwealth. “Tell Shapiro he’s the ‘extremist’ for blocking the Save Women’s Sports Act.”

Scanlan references Shapiro’s controversial comments last July, where he called the vast majority of Pennsylvanians “extremists” for wanting to separate biological boys and girls in sports and locker rooms.

The bill’s supporters remain hopeful that it will pass in the House and be signed into law.

“The time for partisan politics is over,” said Sen. Judy Ward (R-Blair), one of two primary sponsors of the Save Women’s Sports Act. “Every day that the Save Women’s Sports Act gets delayed, girls and women across Pennsylvania are denied equal opportunity to fair and safe play and privacy. We need to send a clear message to the Governor, State House leadership, and all those listening—that women’s rights are not optional. They are fundamental.”

Sen. Kristin Phillips-Hill (R-York), the other primary sponsor of Senate Bill 9, said, “Allowing biological men to take away roster spots, podium opportunities, and scholarships from girls is completely wrong and goes against everything women have fought for for half a century. I call on Gov. Shapiro and House leadership to quit playing games with our daughters’ and granddaughters’ futures.”

Sen. Tracy Pennycuick (R-Montgomery) agrees.

This issue comes down to fairness and opportunity. By preserving separate, gender-specific teams, we can safeguard athletic opportunities for women and honor the original intent of Title IX, which was created to eliminate discrimination and guarantee female athletes’ equal access to sports,” said Pennycuick. “When a biological male takes the place of a female competitor, it can deny that athlete the equal opportunity the law was designed to protect. Having been an athlete myself and the mother of daughters who played sports, I’ve seen firsthand the lifelong lessons athletics teach — leadership, determination, grace in victory, and humility in defeat. We should keep the playing field level for girls and women and ensure these talented athletes continue to have a fair chance to compete. Gov. Shapiro should stop preventing this bill from coming to a vote in the House and protect our girls and young women.”

Rep. Jon Fritz (R-Susquehanna) is the primary House sponsor of the Save Women’s Sports Act.

“The issue of keeping males in women’s sports and locker rooms clearly demonstrates that the Woke movement is alive and wreaking havoc in Pennsylvania,” Fritz said. “Gov. Shapiro has doubled down in showing his support of males being allowed to compete against girls. It’s just plain wrong, it’s weird, and Pennsylvania shouldn’t ignore it!”

Eisenberg, a Philadelphia native, founded Voices of Americans, a 501c(4) nonprofit in late 2025 to share the stories and policy needs of forgotten Americans.
